The reason the kits come with two chains is so you can use your indicators with any type of conventional bite alarm.
The short steel extension chains are suitable for Delkim sized alarms, whilst the long extension chains are for smaller Neville type alarms.
These kits represent real value for money because they contain everything except the isotopes, which are available separately.
